Open 'edit' section of this trader and check 'min hits to activate' field.
If you see number > 0 in this field - script won't send traffic (and forces too) to this trader until trader doesn't send some incoming traffic to you (more than number in the 'min hits to activate' field).
If you need to send forces before the trader send some hits you need to set 0 in the 'min hits to activate'.
You can specify default settings for this field in the Settings => Main settings => New trade
